Another issue could be that the keyboard isn't set up correctly for the console. A possible symptom for such a condition can be that you can not switch with between X11 and a console. In that case, it is advisable to fix the keyboard setup for the console first. With Linux, setting a keyboard provides you with a lot of inherent flexibility.
