dired-do-copy, even though it prompts that it is using cp -p,
does not preserve ownerships, at least when root, on Debian.
Real cp -p does. Emacs-version "21.3.1" using --no-site-file -q.

No, it prompts with "Copy [-p]", not "cp -p". And it's doc string
clearly states:
| This normally preserves the last-modified date when copying.
but says nothing about ownership.

Well, most states' consumer laws would say that genuine cp -p behaviour is implied,
else drop the advertisement.
