Subject: updating "Maintainers:" lines to reflect retirements

I looked at the Emacs source code and came up with a proposed list of 
"Maintainer:" lines that are obsolete, in the sense that the corresponding 
people have retired from contributing to Emacs. So I propose that we remove 
these "Maintainer:" lines and let the files' maintainership revert back to the 
files' authors, or replace the lines with "Maintainer: emacs-devel@gnu.org" (I 
don't much care which). Please see the attached proposed list of retired 
maintainers and their corresponding files.
