Yes, it does. But I cannot tell you now what part of my code takes care of that. If I try emacs -Q, load fit-frame.el, (setq pop-up-frames t), and (add-hook 'after-make-frame-functions 'fit-frame) then no, it does not work, as you expected. But in my full setup, it does work (i.e., (display-buffer "foo") shows buffer foo in a new frame, which is fit to the buffer contents). Dunno why it works, but it does.
