I'm thinking of spending some time building a symbol cross reference system within Emacs but need a decent database backend. Berkeley DB would be perfect and the GPL license fits. Also, as an aside - can Emacs do dynamic linking to native libraries? It would be a good way to build external C packages without having to actually recompile my whole Emacs.
