Either `C-x r' or `C-x' is already bound to function (instead of being bound to a keymap). Since both keys are bound by default to keymaps, it must be a problem with your local configuration. And in fact, the whole point seems to be moot since `C-x r r' is bound by default to `copy-rectangle-to-register'. -- Kevin Rodgers
