NEWS file and translation for emacs android

NEWS file and translation for emacs android

it seems NEWS file is not available for android version. and providing 
changelog for android [ 1 ] might be too much [ personal opinion ]. also 
where and how should emacs must be translated? or add instructions on 
CONTRIBUTE [ 2 ]. not filing issue, perhaps i failed to notice.....

The feature/android branch has been incorporated into master, and as
such there are no specific instructions for contributing to the Android
port.  And I don't understand what you meant by ``translate'', sorry: if
internationalization, then that's not possible, as only the Emacs
tutorial is translated into multiple languages.

i meant changing the language of emacs app, ex_ on firefox i can change 
default device language to my choice of language in settings

Emacs isn't translated into languages other than English, not on Unix
and not under Android.
