I have two tags -- codemist and codered
Some messages are tagged with one, some the other some both and some
neither

I tried l (== rmail-summary-by-labels) with the label codered
This listed all the messages tagged codered only -- ie ignored the
messages tagged codemist and codered

More information.  It seems to depend on the order of the keywords in the 
X-RMAIL-KEYWORDS list.  I found that listing by "codemist" showed messages 
tagged "codemist, codered" while listing by "codered" did not.
   Not looked at code yet

Works for me. Please provide a recipe from emacs -Q, and show what the
X-RMAIL-KEYWORDS headers look like. (Starting to sense a pattern here?)

I wonder if yours have the space after the comma:

codemist, codered

I have no idea why rmail changed to including spaces after the commas
separating labels, but it did. It is possible unrmail is not doing
this for labels converted from Babyl format.

I've corrected that now. AFAICS this is all working right.
It may be that some of your labels are separated by "," rather
than ", " if they were produced by an earlier conversion. This will
need manual fixing.
