* Navigate menu-bar using keyboard

The menu-bar can be accessed using the keyboard by way of tmm-menubar
and the keybindings M-' or F10. However, I find navigating the menus
and submenus to be quite cumbersome this way which leads to my
question: Is there a way to access the menu-bar like a drop-down menu
using the keyboard in X or a the konsole? Or have anyone found a
different solution?

I'm running GNU Emacs version 21.3.1 under X11.
