As a single data point: I am usually only restoring one frame, and I definitely want it restored. Of course, I'm willing to enable this behavior if it is non-default, but it seems like a better default, especially if the motivation is "The users might be unable to stop themselves from manually resizing frames in the middle of startup, even though they know they shouldn't."
