When calling Info directly it's possible to enforce to e.g. open info in
another window.
However when using functions such as info-display-manual this approach
doesn't work.
It would be better if info-pop-to-buffer generally would respect
display-buffer unless other-window is t.

The easiest option would be to remove the display-buffer-same-window
flag however I don't how important it would be to keep the old
behavior.
Should info respect display-buffer-alist or is there a reason it shouldn't?

I'd like to ask the opposite: are there any reasons to change the
current behavior?  This command existed for quite some time, and no
one has complained about its behavior so far.  Consistency by itself
is not a reason good enough to make such changes, so are there other
reasons?

The behaviour on how and where info is opened is not customizable as
opposed to for example the help or man where dispaly-buffer-alist is
respected.
While it wouldn't help existing users I think would help newer users.

For my own personal use the issue is that I don't like when info doesn't
open in a new window so that I don't have open a frame/window to keep
looking at the existing thing I was doing at that time e.g. programming.

But the main command to show Info manuals is not info-display-manual,
it's "M-x info".

The question is why do you need/want that when you invoke this
particular command?  For that matter, under what circumstances do you

Personally, I just set `special-display-regexps'

Is there any other way?  In my sessions, all Info manuals are shown in
a separate frame, which is only used for that purpose.

(FWIW, I invoke info-display-manual several times a day; I like that it
prompts for the manual to open, with completion on names for manuals
installed in the standard paths)

Selected window shows code that I want to keep looking at: I invoke
  C-x 4 4 C-h R
to start browsing the manual of interest, keeping the code visible.

Selected window shows documentation I am done reading for now (a help
buffer, a manpage, another info manual): I invoke
  C-x 4 1 C-h R
to start browsing another manual, clobbering my "reference
documentation" window.

(This is while working on languages that have poor Info integration, of
course; C-h S serves me better in e.g. Elisp or Make code)

FWIW I am happy with the C-x 4 [14] status quo, but it makes sense to me
that some folks would have "info usage patterns" similar to mine, while
preferring to use display-buffer-alist rules.

Why is it not? If I know the manual I want to look at pressing C-h R is
a quick way to access a specific manual.

As said above open a specific manual. Why search in the info directory
when I know what I want?

In any case info should just follow follow the standard display-buffer
rules IMHO.

I have exactly the same workflow in the situation you describe.
I also create a separate frame each time I open new manual, but if
info would follow the display-buffer-alist rules I wouldn't have to do
that my self and the frame would be closed when I close the manual.

There's no mandatory rule in Emacs that each command should follow the
display-buffer-alist protocol.

Please show your display-buffer-alist configuration where
Info doesn't follow the display-buffer-alist rules.
I see that 'C-h R' follows these rules in e.g.:

  (add-to-list 'display-buffer-alist
               '("\\*info\\*"
                 display-buffer-pop-up-window))
