Actually you have a point, services do exist for GNUStep GUI version, so the menu item should be there, but not when running in a terminal.
I have made changes to this effect in trunk.

GNUStep installation is a mess, there are font issues, you must choose the correct backend, and there is lots of bugs. I only get acceptable results when running GNUStep 0.21 or newer on Fedora 18 or newer. Mint/Ubuntu for example is a no-go regardless of version of GNUStep.

No idea, might be just me :-). But it is a GNU-project, thats the main reason it is supported.
