C-u <number> self-insert-char

C-u <number> self-insert-char

So I'd like to enter a repetition of numbers quickly like 16 7's for
instance.

C-U 1-6-7 doesn't for obvious reasons.  Same with M-167

What's the next best thing?

Keeping Ctrl down and pressing 1-6-u works too.

It is.  But you can also give a prefix argument to C-u, and then it 
doesn't use the following number as the argument.
