Subject: bug#28375: 25.1; The top line, with File, Edit, Options, Buffer etc. does not work. When selecting different pop-down menus it only shows a black rectangle instead of giving me the proper options to press.

Please clarify what you mean by the "top bar".
The Emacs menu-bar, tool-bar, or some kind of desktop-provided global menu?
(This is one time a screenshot might help.)
