frequently I want to comment a region of HTML in a PHP file, but PHP/C
style comments are inserted around the HTML. Is there a quicker/better
way to HTML-comment a region?

Consider using nxhtml mode.

Richard Riley suggested using nxhtml mode. You might also be
interested in trying html-help-mode or other php-mode. You didn't
mention what mode you are using.
