No, the official releases are not built with modules support. You have to manually configure it "--with modules" and build it yourself. If you have little experience building Emacs on Windows, I suggest to try starting with the script <https://github.com/sg2002/ms-windows-builder.el> I'm currently developing. There set mwb-configuration-default to 'debug-with-modules or 'release-with-modules. 2.
