I compared the two versions of emacs.
a) From ArchLinuxCN
   PKGBUILD:

b) From AUR (--with-pgtk)
   PKGBUILD:
   https://aur.archlinux.org/packages/emacs-native-comp-git-enhanced/

the pgtk version may have some bug:
when I use systemd user unit to start the daemon.

the client may think it's in a terminal, and can't get "C-;" key sequence.
All got was ";"

But "C-;" works as normal if it was started by '/usr/bin/emacs --fg-daemon'.

GTK likes to swallow keyboard modifiers at random, especially things
like C-;.

Perhaps Yuuki might have some ideas.

For me, fcitx turned out to be stealing C-; to do something with the
clipboard. I assume it was always configured to do so, but running the
pgtk branch simply allowed it to do that whereas before Emacs would take
the keybinding. Anyway, do look for weird interaction between Emacs and fcitx.

Scratch that, now I'm seeing the same thing, even without fcitx running.
Hitting C-; results in the ; arriving at Emacs, but without the control modifier.

It’s not caused by input method.

All version works ok in daemon started with `/usr/bin/emacs —daemon` or `/usr/bin/emacs —fg-daemon` in terminal.
(pgtk or without pgtk)

And the version without pgtk works ok by systemd user unit.
But the pgtk version can’t work by systemd unit.
The pgtk version thought it’s in a terminal and refused 'C-;’ only by daemon started over systemd.
(I started X11 by startx command in tty)

Gtk input methods behave differently by environment variables.

You seem to have misunderstood a Gtk input method behavior
as pgtk thinks it is running on CUI.
