That's the elisp programmer's business, not your responsibilty.

Yes, that I haven't invested in responding about those issues because I
don't see any of them as relevant.
+ Elisp function `format' exists.
+ Elsip function `format' uses `printf' format specifiers.
+ Elisp function `format' doesn't expose two of them.
