AFAIK it is open source: https://gitlab.com/gitlab-org/gitlab And it works pretty fine out of the box with minimal configuration. The common integration with grafana, jenkins works pretty fine (I use it every day in my work) and the developer community is very open, so if there is any specific feature we need and it is not available they are usually available to help. AFAIR the only missing problem was the integration with emacs to track issues, and other "advanced" functionalities from there.
