Try the Gnu version of “makeinfo” (may be available as “gmakeinfo”,
maybe you'll have to install it).

I use “gmakeinfo” with the following lines added to my local.mk

# How to create the info files from the texinfo file
MAKEINFO = gmakeinfo

# How to create the HTML file
TEXI2HTML = gmakeinfo --html --number-sections
