Newer GPGs think users crave for popups. The component in GPG responsible for that... uh... embellishment is called "pinentry", and there are different ones (for Gnome and KDE, depending on your masochism's flavour). Luckily there's a pinentry-emacs (I think it's in EPA); for tty users there seems to be a pinentry-tty. The situation isn't as dire as it used to be in the first days of GPG2: it had only GUI pinentries.
