bug#18576: 24.3.93; fail to list elpa packages

When I type M-x 'list-packages' I get a message saying "Failed to
download gnu archive". So, something is wrong with accessing GNU ELPA
packages. I get the same error for the last 2 days.
Here is a part of my .emacs file related to packages:
'(package-archives
   (quote
    (("gnu" . "http://elpa.gnu.org/packages/")
     ("melpa" . "http://melpa.milkbox.net/packages/"))))

I had the same problem with version 24.4, and I found out that it was
due to a
(setq file-coding-system-alist ("" utf-8 . utf-8))
in my init.el file.

Removing that part fixed the problem.
