Not true, other than in the sense that trees and blobs in the repo are
never rewritten, because they are named by the their own hash.

But the entire point of a rebase is that you incorporate changes that
were made to the main branch since the histories first diverged, in
order to create (the illusion of) a linear history; so the new commits
must contain references to changed files.
