thanks! I use Tortoise Bazaar ,checkout from bzr://bzr.sv.gnu.org/emacs/trunk .
my environment was create by clicking the program addpm.exe .

I cannot reproduce this: when I make a fresh bzr branch, that
directory with all its files is already created for me.
How did you perform the initial bzr branch command?
