Does elint use the require statements.
Consider two files

--- dummy.el ---
(require 'required)

(defun junk ()
  (garbage))
--- end dummy.el ---
--- required.el ----
(defun garbage ()
  (message "hello"))

(provide 'required)
--- end required.el ---

If I run elint-directory on the directory
containing just these two files, the elint 
buffer contains:

Linting file /home/joe/emacs/elint-testing/dummy.el at Sun Mar 31 11:42:43 2013

In function junk:
dummy.el:3:Error: Call to undefined function: garbage

Linting file /home/joe/emacs/elint-testing/required.el at Sun Mar 31 11:42:43 2013

Why is that error generated?
