In the doc string of `command-line-functions':
Each function should access the dynamically bound variables `argi'
(the current argument) and `command-line-args-left' (the remaining
arguments).
But in startup.el:
(internal-make-var-non-special 'argi)
It seems that `argi' is lexically bound. Is it a bug in the doc
string? Or am I missing something? Thanks.

Better report those things via M-x report-emacs-bug.
And yes, it's a doc bug.
