(i) emacs -Q
(ii) C-x C-f /path/to/emacs/src/gnutls.h
(iii) Place point at 730, i.e. immediately after the opening comment.
(iv) M-: (forward-comment -1)

Point doesn't move.  It ought to move to BOB.

The problem was caused by open-paren-in-column-0-is-defun-start and a
paren in column 0.
