Pages like http://debbugs.gnu.org/db/54/5455.html are very difficult
to read because message contents is buried in tons of hardly useful
headers.  I understand this bug-tracker is mail-oriented, but it would
help if HTML view was at least somewhat usable.

Please hide most headers (except from/to/cc/subject) at least by
default.

That is a static page, generated once a day. It aims to be fast and
simple to produce. Personally, I would look at the "dynamic" pages, eg

http://debbugs.gnu.org/5455

which are updated on demand and have more formatting. I find them
quite readable.

Then how about linking such pages from
http://debbugs.gnu.org/db/ix/full.html (found on
http://debbugs.gnu.org/ section 'Viewing Bug Reports')?
Alternatively, if there is a similar dynamic overview page, maybe
debbugs.gnu.org main page should link to it?

I.e. currently the pages I get to when following the most prominent
links on the main page are those static header-flooded ones.

Immediately under the above link, find links:

    Dynamic indices (updated on demand):

      * Packages with active and archived bug reports. 

Click active, then if you were to click "emacs" you would get a
dynamic list of all emacs bugs with nice formatting. However, there
are ~ 2000 bugs, which will take a long time to list, if the server
can even manage it. The static pages only really exist for this case.
If you do any kind of search, you get the nicely formatted pages in
the results.
