I can't reproduce this either (arrow keys were working) with the given recipe on: GNU Emacs 27.0.50 (build 40, x86_64-pc-linux-gnu, X toolkit, Xaw scroll bars) of 2019-08-08 Screen version 4.06.02 (GNU) 23-Oct-17 Since there's been no update in over a year, I'm guessing that it'll be hard to make further progress here.
