What is the appropriate permissions notice to use for the manual pages
in doc/man?
emacsclient.1 is public domain - fine.
etags.1 has a simple "preserve permissions" notice.
emacs.1 has the same notice as etags.1, but contains the GPL
boilerplate as a comment at the start, which is confusing, even if it
may be technically correct to note that Emacs as a whole is GPL'd.
ebrowse.1 has no permissions notice.

We could stick with what etags.1 does; it is ok.
Or we could change them to the GFDL, or say "you can also use
this under the GFDL."

BTW, ebrowse.1 contains a copy-and-paste-error:

Also, vanilla groff will mangle the UTF-8 encoding of the author's
name. Not sure what's best here, maybe "ö" -> "oe" to play it safe.
(groff will accept latin-1 as input, and also has "\[:o]" for
o-umlaut, but I don't know how portable these are.)

OK, I tidied that up.

Personally I don't think it's worth bothering for the man pages, about
which we do not care very much.
