This will turn on xterm-mouse-mode for the "emacs -Q -nw" frame

it won't turn it on for this one.
No surprise here, xterm-mouse-mode needs to be changed in order to be
able to properly take advantage of multi-tty... It continues to work
fine in the single tty case until that is done.
