As such, it's not anywhere at the moment.

However, all the information is in .../emacs/lisp/ChangeLog (search this
file for "progmodes/cc") and .../emacs/man/ChangeLog (search this for
"cc-mode.texi").  All the code changes since the release of 5.31.3 in
February 2006 have been bug fixes (apart from some refactoring); there
are no new features.  The CC Mode manual (cc-mode.texi), has been
enhanced a little bit.

Normally, a CC Mode version would first be released at its home site at
<http://cc-mode.sourceforge.net>, and then copied to Emacs at
savannah.gnu.org a day or two later.  However, due to various pressures,
this process has been short-circuited.  The sourceforge release,
including a coherent change log, will be happening soon.

Note that there is no ChangeLog in .../emacs/lisp/progmodes, where the CC
Mode code files live.  I'm not sure why - maybe it would be a good idea
to separate out a ChangeLog in each subdirectory of .../emacs/lisp, thus
taking the pressure off the enormous change log there.
