Hi,
I'm sorry, but that's not correct.
I downloaded "emacs-21.3-fullbin-i386.tar.gz" and it does not contain any C
source files, nor the INSTALL file.
The needed file does in fact seem to be emacs-21.3-src.tar.gz and it's
missing. It is referenced not only in the FAQ, but also in the README file
in ftp://ftp.gnu.org/pub/gnu/emacs/windows/ !
I'm not (yet) willing to download the 19MB Linux tarball for Emacs, as I
don't think it would contain Win32 installation instructions anyway.

GNU/Linux Platform - emacs-21.3.tar.gz. -> ftp://ftp.gnu.org/pub/gnu/emacs/
