As requested more facts to find the problem:

Purpose: To build emacs to run on cygwin, using cygwin's X11 and other libs.
This is not an attempt to build nt emacs.
Unix-like-xfc: CYGWIN_NT-5.1 1.5.18(0.132/4/2) 2005-07-02
os: Microsoft XP Professional version 5.1 SP1
Machine: IBM Think Centre
GNU Emacs 22.0.50.1 (i686-pc-cygwin, X toolkit, Xaw3d scroll bars)
* This fatal build error occurs in the unmodified cvs code.
Date from CVS: July 27th, 2005
Note: This is not a try to build NT EMACS, but just a standard one to
run on cygwin using cygwin's X11 and other libraries.
Process description:
make distclean # for re-configuring (ignore any initial
errors here)
export TEMP=/tmp
export
PATH=/bin:/usr/bin:/usr/local/bin:/sbin:/usr/X11R6/bin:/usr/sbin:/usr/local/sbin
export LIB=/lib:/usr/X11R6/lib:/usr/local/lib
# configure parameters:
./configure --prefix=/usr --mandir=/usr/share/man \
--infodir=/usr/share/info --exec-prefix= \
>~/emacs-config.log 2>&1
Then make the bootstrap:
make bootstrap >~/bootstrap.log 2>&1
Then make bootstrap aborts with the following message:

This error is new (It did not occur on 2005-07-11).
This patch to Makefile.in (you must run configure again after
patching) fixes it:
