Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I run term with /bin/tcsh in a emacs window.
The prompt is:
alias sp 'set temp = `whoami`; set prompt = "%U$temp%u\@%B%m%b\:\!\:\[%t\]%~\> " '
so it displays the entire path name if not below ~.

If the prompt in the term window (for example split as C-u 6 2 C-x 3) is wider than the
window number of columns, the term window will not scroll past 2 lines. All new
stdout is displayed in the second line overwriting itself. If the prompt display is narrower
than the window, then there is no problem with scrolling, that is, until the prompt becomes
wider than the window, at which point the scrolling bug occurs. This did not happen until I
just upgraded.
