Dear Colleague:

We are pleased to announce and to extend to you an invitation to attend our special "hands-on" programs to be held at the BOPEC Oil Storage & Transshipment Terminal in Bonaire, Netherlands Antilles.  Not only will the participants benefit from two courses for the price of one, but they will also see first-hand what was discussed in the classroom by touring both the storage terminal and a loading/discharging vessel(s), conditions permitting.

January 17-21, 2005 - Tanker Operations & Charter Parties, Laytime and Demurrage
This special 5-day program combines our “Tanker Operations” and “Charter Parties, Laytime and Demurrage” courses into one specially-priced, "hands-on" program.  It provides course participants with a practical overview of all aspects of tanker operations.  Ship/barge types and design, cargoes, ballast, bunkers, loading/discharging, tank cleaning, operating cost and management, oil spill prevention, the latest laws, regulatory bodies and regulations such as IMO, Flag/Port States, ISM, OCIMF, ISGOTT, OPA 90, ISPS/MTSA Security Code and classification societies are discussed.  Participants will also review most charter parties commonly used by the industry today and examine the differences between each.  Concepts of laytime, demurrage and special clauses are discussed fully as are freight rates, charter hire, Worldscale, INCOTERMS, arbitration, litigation, COGSA, vessel vetting and performance.  A mock arbitration will be conducted by participants using principles presented during the program.

January 24-28, 2005 - Marine Custody Transfer, Petroleum Measurement, Loss Control & Advanced Petroleum Loss Control, Claims and Recovery
This special 5-day program combines our “Marine Custody Transfer, Petroleum Measurement, Loss Control” and “Advanced Petroleum Loss Control, Claims and Recovery” courses into one specially-priced, "hands-on" program.  It takes the participants through the fundamentals of measurement and all the activities that take place relating to marine custody transfer at a busy terminal.  It reviews the complex and inter-related areas of marine custody transfer operations, oil measurement / quantification and loss evaluation / control from both a ship and shore perspective.  It details the various industry standards and practices, and how best to obtain accurate oil measurements and reduce exposure to loss. Shows how to best find and use the measurement data needed to determine if an oil loss has occurred, allocate responsibility for it and to proceed to recover it and / or prevent it from occurring again.  Reviews various technologies, methods and techniques available to prevent or minimize exposure to oil losses and details the elements of a good loss control program.  A mock arbitration of an actual oil loss case using the principles discussed will conclude the program.

January 24-28, 2005 - Inspection / Survey of Marine Petroleum Cargoes - Review & Certification Program
