Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

using "emacs -q" in X11 graphics mode, when you highlight some text,
scroll far down the file using the scroll bar, and try to position the
cursor with the left mouse button, the cursor ends up in a different
place.  This often causes emacs to center on a differnt part of the text
document making it very difficult to know where you are and where you 
really wanted the cursor to go.

this seems to only happen when the scrollbar is used. using
Ctrl-v does not produce this bug.
