One of the recommended ways to use the 88 or 256 color support in
xterm is to set the TERM environment variable to xterm-88color or
xterm-256color. Emacs cannot cope with this because it does not have
the corresponding term files. term/xterm.el can deal with everything
needed, it just needs to be loaded.
Can somebody please check this in if it's OK? (I don't have write access)

Emacs already strips off -* from the terminal name if the full name does
not have its own file.

OK, thanks. This was not working because of TERM was being set to
dumb, after fixing that everything works.
