Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Dear Emacs Developers,

I am using one instance of Emacs as my desktop background, running it
in a transparent rxvt.  One of the features I use there is a terminal
running the top-programm.  Over the time this uses more and more
memory. 

To reproduce:
shell> emacs -q
# in emacs:
M-x term 
/bin/bash RET
# at shell prompt in emacs:
top RET
# in top programm (just to make it faster)
s 1 RET

I think that term.el is version 4.0 (from the line 
;;; V4.0 January 1997
in the Changes section)
