Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Hi.

I customized the variable `mouse-wheel-follow-mouse', and one reads

  Documentation:
  Whether the mouse wheel should scroll the window that the mouse is over.
  This can be slightly disconcerting, but some people may prefer it.


I found a little bit umpleasant to see that a user that is going to
customize that variable should read that the feature is
disconcerting. I don't see how such personal comment could help users. I
disliked and I would like it to go.
