Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I use the "e" command in RMAIL to edit mail messages quite a bit. I had been
using emacs-19.34 and when you edit a message there, the current cursor
position in the mail message would not change when you entered the editing
mode.

In emacs-21.3 there is new code to show all the mail headers when you edit a
message. In doing this, the cursor will move from where it was. I generally
would put the cursor where I wanted it and then edit. The moving around is
quite annoying. This seems to have to do with if the mark is set or not.

I also would like to request a variable to disable the showing of the
headers. It is very seldon I would want to see them and edit. If I needed
that I would do the "t" command and then edit.
