Does the emacs editor that is a terminal editor only that comes with OS 10.1 work properly (i.e. C-x, C-c exits) or does it also fail to exit? If it works and the the Carbon version doesn't then there must be a configuration issue. If they both fail to exit with C-x, C-c then there is a Mac OS configuration problem. Also by your statement to "use Cmd as META", bothers me... emacs uses both the command key and a meta key. In the manuals you will find C- for commands that need the command key pressed and you will also find M- for commands that need the meta key pressed.
