Sorry, I should have been more precise. Do:
M-x customize-browse
then: select option: Confirm Kill Emacs
M-: (setq custom-local-buffer "buf")
C-h v custom-local-buffer
Same result: the global value got set.
The following (trivial) diff corrects the problem:
(after the patch it is still going to be global in *scratch*, but
local in Custom buffers.)
