* CVS locking?

I was rather surprised to encounter the following on an update just
now:

...
cvs server: Updating emacs/src
cvs server: [11:26:41] waiting for jas's lock in /cvsroot/emacs/emacs/src
cvs server: [11:27:11] waiting for jas's lock in /cvsroot/emacs/emacs/src
...
cvs server: [12:11:12] waiting for jas's lock in /cvsroot/emacs/emacs/src
cvs server: [12:11:42] waiting for jas's lock in /cvsroot/emacs/emacs/src
...

I'm not surprised to see that the normal CVS non-locking mechanism
can be overridden but I am surprised to see it being done, especially
for more than a few minutes (to simulate a transaction).  What gives?

No, it can't.  This lock is an internal lock only held temporarily
which a cvs command is proceeding.

It's a bug.
