    uses uuencode and the other uses base64 encoding to transfer the
    files.)

Can't that be made part of the HOP specification?
Perhaps part of the first HOP specification?
As Bob says, it is an annoying complication to have more than
one multi method.  This is true regardless of the syntax used.
