You seem to want major changes in the Emacs facilities for text
properties and overlays.  For many reasons, we will not make such
major or fundamental changes.  It isn't practical and they would have
big disadvantages.  Even to discuss this indepth would take time
that I cannot afford to spend.

If you propose specific small changes, they could perhaps be feasible
to make.
