attempt to C-x C-f to /ftp:user@url, results in error message
ange-ftp-run-real-handler symbol not defined.

C-h f on that symbol returns

ange-ftp-run-real-handler is an alias for `tramp-run-real-handler',
which is not defined. Please make a bug report.

I can't reproduce this.
tramp-run-real-handler is autoloaded, and compiled into the Emacs
executable, so it's not clear how this could happen.

What does

emacs -Q
C-h f tramp-run-real-handler RET

say for you?

What does

emacs -Q -l ange-ftp
C-h f ange-ftp-run-real-handler

say?

when I fire up a new instance of emacs -Q, tramp run real handler is
defined in tramp.el,
when I ruen -Q -l ange-ftp, then ange-ftp-run... is an alias.

when i restart emacs no args, tramp run real handler is defined,
ange-run is not, but other ange-ftp "symbols"? are

This all sounds perfectly normally. Please show _exactly_ what

emacs -Q -l ange-ftp
C-h f ange-ftp-run-real-handler RET

returns.

Does your initial problem occur even if you start emacs with `emacs -Q'?

My mistake, responses inline

ange-ftp-run-real-handler is an alias for `tramp-run-real-handler' in
`ange-ftp.el'.

(ange-ftp-run-real-handler OPERATION ARGS)

Invoke normal file name handler for OPERATION.
First arg specifies the OPERATION, second arg is a list of arguments to
pass to the OPERATION.

No, but a different problem occurs, that seems to suggest that ange-ftp
is not being used to resolve C-x C-f /ftp:username@host: <TAB>, but
instead is using the default tramp handler. Does that answer your question?

Then it sounds like something in your config causes the initial
problem you reported (but I have no idea how it could).

How is this "suggested", and how is it a problem?
From the Tramp manual:

`ftp'
This is not a native TRAMP method. Instead, it forwards all
     requests to Ange-FTP.

because when I attempt to open a file using the ftp protocol, tramp
loads, and the ssh handler throws an error about bad hostname ftp,
instead of being passed to ange-ftp. this is also the case when I start
emacs -Q -l ange-ftp.

however, ange-ftp is reachable via emacs with no args, and even though I
can't seem to get the functionality I want, I don't think this problem
is worth your time any longer. Thanks for the quick response though.

For the record, something like

emacs -Q
C-x C-f /ftp:anonymous@host-name:dirname

works fine for me.
