this patch removes a workaround allout had for a recently fixed
pgg-gpg-process-region bug. the other changes are in docstrings -
clarifications prompted by some questions from a user.
the patch and changelog entry are attached, and the changelog entry is
also below.

I checked this in so that it makes the next pretest (March 1st?). You
might like to make sure that I've applied the patch correctly.
