* Emacs loads site-start file when building blessmail

Hi,

in Emacs 22.0.93 (but in 21.4 and in the current CVS version, too)
the blessmail script in lib-src is generated by executing:
	../src/emacs -batch -l $(srcdir)/../lisp/mail/blessmail.el

Emacs should not call the site initialization here, so the option
"--no-site-file" should be added. Proposed patch is included below.
