Hi,
Maybe you should post to gnu.emacs.help instead. When you try to verify the 
signature , does it show that "bc40251c" is not in the keyring? I had 
trouble finding the signing key for the Windows version at first, but I did 
find it at last this morning. This NG is for bugs in Emacs. I am just a new 
user of GNU Emacs myself. I used Emacs on a DEC VAX a long time ago.
